DOCUMENTATION PRE-REQUISITE FOR ISSUANCE OF A CERTIFICATE OF "NO-OBJECTION" TO MDAs
In compliance with Part II Section 6, Sub-Section (I) (C) of the Public Procurement Act, 2007, the list of documenetats Pre-requisite for the issuance of a Certificate of "No-Objection" to Contract Award to MDAs are as follows:

  1. Letter of request/transmission of documents signed by The Honourable Minister or Permanent Secretary or The Head of the Agency (Accounting Officer).
  2. Evidence of Advertisement/Invitation for Pre-qualification/approval for exemption/BPP "No-Objection" to adopt Restricted Tender or Direct Procurement.
  3. Pre-qualification document submitted by Contractors.
  4. Pre-qualification Evaluation Report.
  5. Letters of invitation to Bid (Contractors acknowledgement copies only).
  6. Project designs and drawings/Full specification for goods.
  7. Bills of Quantities (BOQ)/Bill of Engineering Measurement and Evaluation (BEME).
  8. Financial Bids of Pre-qualifiedContractors showing evidence of Counter-Signing of Bills by competing firm.
  9. Bid return sheet (duly signed by all pre-qualified bidders in attendance and representatives of MDAs/ Observers/ ProfessionalOrganizations/ NGO).
  10. Copies of protest letters written by biddders and responses/actions taken, if any.

  2. MoU with Chartered Institute of Logistics and Transport (CILT) on Integration of Logistics and Supply Chain Management into Nigeria’s Public Procurement
  3. MoU with National Agency for Science and Engineering Infrastructure (NASENI) on Nigeria First Policy in Government Procurement
  4. MoU with Jeffwood Investments Ltd. & CILT (Tripartite MoU) on Integration of Logistics and Supply Chain Management into Public Procurement
  5. MoU with Chartered Institute of Procurement and Supply (CIPS), UK
  6. MoU with Nigerian Bar Association (NBA) on Procurement Law Specialization, Capacity Building, and Legal Advisory Support

Registration Requirements
  • No payment is required in order to be registered on the system.
  • Companies with less than fifteen (15) personnel are not required to pay pension contributions on behalf of their employees, and as such do not require a National Pension Commission (Pencom) compliance certificate.
  • Companies with less than five (5) personnel or less than Fifty (50) Million Naira annual turnover are not required to pay Industrial Training Funds (ITF) and as such do not require ITF compliance certificate.
  • Any false declaration and submission could lead to prosecution, debarment and disqualification for 10 years from public procurement in line with the provision of section 58 of PPA, 2007.

Registration Guidelines

The National Database for the Registration, Categorization and Classification of Federal Contractors, Consultants and Service Providers is an online system that Registers, Categorizes and Classifies Contractors, Consultants and Service Providers (CCSPs) doing business or intending to do business with the Federal Government of Nigeria.

To register your company on the system, you will provide your Company (CAC) Registration Number, Company Type, FIRS (TIN), Company Address Details and Company's Contact Information. On successful completion, your credential (Username and Password) is sent shortly to the Unique Contact Email Address provided. Check your email for your credential (Username and Password).

Using your credential (Username and Password), login to the website and provide the following Data about your company: Board of Directors Group Company Registration Business Category Information Professional Regulatory Bodies Information (For Services Companies only) Manufacturer Representation Information (For Goods category only) Construction Equipment List (For Works category only) Financial Capacity Key Human Resources Projects Completed Terms & Conditions

On successful completion of Registration, the above data will be subjected to verification. Based on verified company data, the company is classified by their relative level of competence i.e. delivery strength, financial strength, experience, equipment base, personnel etc.
