    National Procurement Strategy

    BPP is developing a National Procurement Strategy to provide a unified framework for driving procurement reforms across Nigeria. The strategy aligns procurement practices with national development priorities, strengthens institutional coordination, and establishes clear reform objectives for all procuring entities. It serves as the overarching roadmap for modernizing public procurement and improving service delivery. The strategy will also promote consistency, accountability, and sustainability in the implementation of procurement reforms nationwide.

    BPP is leading the review of the Public Procurement Act 2007 and related regulations to modernize Nigeria’s procurement framework. The review seeks to address emerging procurement challenges, strengthen digital procurement governance, and align the legal framework with international best practices. It will improve transparency, efficiency, and accountability while providing stronger support for procurement reforms and innovation.
    BPP is collaborating with key government institutions, including the Federal Ministry of Industry, Trade and Investment (FMITI), the National Automotive Design and Development Council (NADDC), the Standards Organisation of Nigeria (SON), and other relevant stakeholders to implement the Nigeria First Policy. The policy applies across all sectors of the economy and promotes the patronage of locally manufactured goods, services, and expertise through public procurement. As part of its implementation strategy, BPP has commenced structured collaboration with stakeholders in the automobile sector and the apparel sector, with a particular focus on revamping the Automobile;
    Textile and Garments value chain;
    Information and Communication Technology;
    Renewable Energy and Solar Power; Agriculture and Agro-processing to stimulate domestic production, create jobs, and strengthen local industrial capacity.

    BPP is deploying the Methodology for Assessing Procurement Systems (MAPS) to benchmark Nigeria’s procurement system against international standards and global best practices. The assessment evaluates the legal, institutional, operational, and market dimensions of public procurement. Its findings will guide evidence-based reforms and identify areas requiring improvement. The exercise strengthens transparency, accountability, and institutional effectiveness within the procurement system.

    BPP has revised the Standard Bidding Documents (SBDs) and procurement thresholds to improve consistency, transparency, and compliance across government. The revised documents provide clearer guidance for procuring entities and bidders while simplifying procurement processes. Updated thresholds ensure that procurement methods are appropriately matched to project values and risks. The reform promotes efficiency, competition, and value-for-money.

    BPP has developed Community-Based Procurement Guidelines to strengthen grassroots participation, transparency, and accountability in the delivery of public projects. The guidelines provide a framework for involving communities in project planning, implementation, and monitoring. They enhance ownership, improve sustainability, and ensure that procurement interventions respond directly to local needs. The reform supports inclusive development and strengthens governance at the community level.

    BPP is developing sector-specific procurement guidelines to address the unique procurement requirements of key sectors such as health, education, infrastructure, agriculture, and security. These guidelines provide tailored procedures and standards that reflect sector realities while maintaining compliance with procurement principles. They are expected to improve procurement outcomes, efficiency, and service delivery across specialized sectors.

    BPP is implementing a Green and Sustainable Procurement Framework to integrate environmental and sustainability considerations into public procurement decisions. The framework encourages the acquisition of environmentally responsible goods, works, and services while supporting Nigeria’s climate commitments. It promotes resource efficiency, waste reduction, and sustainable development. Through this reform, procurement becomes a strategic tool for advancing environmental stewardship.

    BPP has developed an Affirmative Procurement Policy to expand access to public procurement opportunities for women, youth, persons with disabilities, and Small and Medium Enterprises (SMEs). The policy seeks to address barriers to participation and promote greater inclusiveness in government contracting. By increasing opportunities for underrepresented groups, the policy supports economic empowerment, social inclusion, and sustainable economic growth.

    BPP is developing a Food Procurement Framework to strengthen transparency, accountability, and value-for-money in the procurement of food items by government institutions. The framework promotes standardization, local content utilization, and efficient supply chain management. It seeks to support national food security objectives while creating stronger linkages between procurement and agricultural development. The initiative also enhances oversight of food-related procurements.

    BPP is introducing a Category Management Framework to transform procurement from a transactional process into a strategic function. The framework groups procurement requirements into categories to improve market analysis, supplier management, and aggregated purchasing. This approach strengthens strategic sourcing, improves supplier performance, and enables government to leverage its purchasing power more effectively.

    BPP has deployed a Price Intelligence and Benchmarking System to provide reliable market data for procurement planning and decision-making. The system enables procuring entities to benchmark proposed prices against prevailing market rates, reducing overpricing and wastage. It promotes fiscal discipline, strengthens transparency, and enhances value-for-money. The initiative has already generated significant savings for government.

    BPP is implementing a Change Management Framework to support the successful adoption of procurement reforms across government institutions. The framework provides structured approaches for stakeholder engagement, communication, capacity building, and reform ownership. It helps institutions manage change effectively and ensures that procurement modernization initiatives are sustainably embedded within public sector operations.

    BPP has developed, secured Federal Government approval for, and gazetted the Debarment Framework for Nigeria’s public procurement system. The framework establishes a transparent and legally enforceable mechanism for sanctioning contractors, suppliers, and service providers involved in fraudulent, unethical, or non-compliant practices. It strengthens accountability, protects public resources, and promotes integrity and fair competition within the procurement system.

    BPP has introduced Mandatory Procurement Reporting for all Ministries, Departments, and Agencies (MDAs) to strengthen accountability and oversight. The reporting framework enables the Bureau to track procurement activities, monitor compliance, and generate reliable procurement statistics. It provides decision-makers with timely information for policy development and performance improvement while strengthening transparency across government.

    BPP is developing a comprehensive Monitoring and Evaluation Framework that will integrate with the Nigeria Open Contracting Portal (NOCOPO) and other digital systems. The framework will support real-time monitoring of procurement performance, reform implementation, and compliance levels. It will provide valuable insights for learning, decision-making, and continuous improvement across the procurement system.

    BPP is institutionalizing stakeholder participation through a Non-State Actor Engagement Framework. The framework promotes collaboration with civil society organizations, professional bodies, academia, the private sector, and citizens in procurement oversight and reform implementation. It enhances transparency, accountability, and public trust while strengthening citizen participation in public procurement governance.

    BPP is implementing a Digital Transformation Framework to modernize public procurement through technology-driven solutions. The framework integrates the Electronic Government Procurement (e-GP) platform, NOCOPO, contractor databases, and other digital systems into a unified procurement ecosystem. It improves efficiency, transparency, data management, and evidence-based decision-making while supporting a fully digital procurement environment.

    BPP is developing a Centralized Purchasing Framework to enable aggregated procurement of common-use goods and services across government. The framework leverages economies of scale to achieve lower costs, improve quality, and strengthen supplier management. It reduces duplication of procurement efforts and promotes standardization across public institutions. The initiative is expected to deliver substantial savings and improved value-for-money.

    BPP continues to strengthen collaboration with anti-corruption agencies including the Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices and Other Related Offences Commission (ICPC), and the Code of Conduct Bureau (CCB). Through information sharing, joint investigations, and coordinated enforcement actions, the Bureau is enhancing accountability and combating procurement-related corruption. This collaboration reinforces integrity within the procurement system.

    BPP is developing a Procurement Ethics and Conduct Framework to promote professionalism, integrity, and ethical behaviour among procurement practitioners. The framework establishes clear standards of conduct and mechanisms for managing conflicts of interest. It reinforces public trust in procurement institutions and supports a culture of compliance, accountability, and ethical decision-making.

    BPP is implementing an Automated Procurement Audit Framework to strengthen procurement oversight through technology-enabled audit processes. The framework facilitates real-time auditing, risk-based monitoring, and early detection of procurement irregularities. It improves the efficiency and effectiveness of procurement audits while enhancing transparency, accountability, and compliance across government.

    BPP is promoting a Federal–State–Local Government Reform Framework to harmonize procurement reforms across all levels of government. The framework supports the coordinated rollout of e-Government Procurement, open contracting initiatives, and standardized procurement practices nationwide. It strengthens collaboration, knowledge sharing, and institutional alignment among federal, state, and local governments, creating a more integrated and transparent national procurement system.
